Usage is charged in blocks: the first 10 m³ at the tier-1 rate, the next 10 at tier-2, and so on. Only the water inside each block pays that block's rate, which is why the breakdown lists every tier separately before adding the fixed fee.
Providers publish different tables by region and customer class. Edit the tier limits and rates to mirror your bill, add or remove tiers, and set the admin fee. The defaults are a generic example, not any real tariff.
